Type: Direct hire, Permanent – W2 Only (Not open to C2C. Visa Sponsorship is not available)


We are on the hunt for a talented IT Portfolio Management Leader for our Austin-based client. This is a permanent, full-time position and is 100% onsite (in the office Monday through Friday – 5 days a week). 

This person will manage and oversee a Project/Program/Portfolio Management Team consisting of 3 FTEs (2 PM’s and 1 Portfolio Analyst) and anywhere from 2 to 6 PM Contractors.

What you will be expected to do:
In this IT leadership role, you will be accountable for IT Portfolio Management, including project management, resource planning and demand management. You will be responsible for tracking overall demand for IT services, forecasting future demand and resource needs for project work, supervising project managers, monitoring work in progress, and ensuring the accurate tracking and forecasting of project portfolio expenses for the effective and efficient delivery of IT projects.


You will work closely with business partners to ensure IT resource investments provide the greatest return and value to the organization. And you will work collaboratively with each business department to identify, estimate, and prioritize work based on objective cost benefit analysis. You will develop a deep understanding of our client’s products, people, and processes to develop a meaningful and collaborative partnership with their business partners. Will drive project execution for maximum benefit, ensuring customer needs, project schedule and expense targets area all met, while ensuring IT Software Development Lifecycle (SDLC) and IT General Controls are enforced through appropriate project management discipline.

What you will be doing:
  1. Manage work requests according to priority, assigning them to the appropriate project teams or IT departments. Includes handling maintenance efforts and queuing up new proposed projects for scoping and effort estimation.
  2. Evaluate and schedule IT project work, aiming for maximum return on IT investment while meeting critical operational, customer, and compliance project needs.
  3. Lead the project portfolio management team to effectively deliver IT projects on time and within budget.
  4. Track and report key project metrics like budget, schedule, resource allocation, work request status, and resource utilization.
  5. Manage time tracking for approved project, support, and administrative tasks, including contractors and vendors.
  6. Monitor, report, and forecast project expenses and resource demands.
  7. Keep IT management and project managers informed about spending and resource utilization trends.
  8. Collaborate with Accounting to establish processes for tracking project expenses (e.g., project codes, accounts, budgets, etc.).
  9. Ensure adherence to Software Development Lifecycle (SDLC) best practices and IT controls within project and portfolio management.
  10. Provide supervision, guidance, and administrative support to the portfolio management team.
  11. Manage project portfolio tools like Microsoft Project, Azure DevOps, Mavenlink, etc.
  12. Define the portfolio management mission and vision, promoting a business-oriented approach focused on continual project and process improvement.
  13. Partner with IT leadership to prioritize resources (including budget) for the IT service portfolio.
  14. Act as a trusted advisor, fostering relationships with IT leaders and business executives. Ensure cost-effective IT service delivery aligned with business needs and adaptable to changing priorities.
  15. Leverage negotiation skills to achieve cost-effective and innovative IT solutions aligned with business goals.
  16. Participate in evaluating internal and external technology capabilities to maintain a competitive edge.
  17. Stay updated on new methodologies and best practices to guide the portfolio management team.
  18. Advocate for portfolio management's role in exploring new solutions and capitalizing on business opportunities.
  19. Partner with HR and IT leadership to develop a talent strategy aligned with business and IT goals. Seek innovative solutions for recruiting, developing, and retaining portfolio management staff.
  20. Serve as the portfolio and project management expert, mentoring staff on best practices.
  21. Promote a culture of continuous service improvement within the portfolio management function.
  22. Ensure all operations, policies, procedures, and activities adhere to company policies, regulations, and audit requirements.

Experience you must have:
  • 10+ years of experience in IT Project / Program / Portfolio Management using multiple project management methodologies (Waterfall, Iterative, Agile, Hybrid Agile, etc.).
  • 5+ years in an IT leadership role.
  • Life Insurance industry knowledge & experience - Life & Annuity, ACORD standards, agency / producer systems, etc. Brokerage and/or financial services a strong plus.
  • Large-scale life insurance / insurance systems implementation projects experience preferred.
  • Financial Services projects experience is also preferred.
  • Bachelors or master's degree in computer science, information systems, business administration or related field, or equivalent work experience.
  • PMP certification preferred, or completion within 2 years of employment.
  • Certified Scrum Master and/or PMI-ACP preferred.

Knowledge, skills, & abilities you need to have:
  • Exceptional leadership skills. Ability to develop and communicate a Portfolio Management vision that inspires / motivates staff & aligns with the IT and business strategy.
  • Formal project / program / portfolio management experience. Proven ability to use project management software, create plans, manage multiple simultaneous project efforts, including departmental tracking of budget, schedule, resource assignments and staff utilization.
  • Ability to build a strong partnership with the business and demonstrate the business value of IT.
  • Excellent analytical, strategic conceptual thinking, strategic planning, and execution skills.
  • Strong business acumen, including industry, domain-specific knowledge of the enterprise and its business units.
  • Expertise in budget planning and financial management.
  • Application of appropriate regulatory or statutory compliance (SOX, GDPR, and information security).
  • Ability to develop and execute a strategic people plan that ensures the right people are in the right roles at the right time, and employees are highly engaged and satisfied.
  • Deliver effective service management through the definition and adoption of a governance practice that uses KPIs and metrics to track and measure the quality of service. Integrates them with key accountabilities to ensure consistency of approach and continual service improvement.
  • Strong vendor management and partner relation skills to identify and leverage resources internal and external to the enterprise to enhance capabilities that support business objectives.
  • Excellent verbal and written communication skills. Ability to explain technical concepts and technologies to business leaders, and business concepts to the Infrastructure Services workforce.
  • Can perform effectively under stressful conditions such as directional changes, tight deadlines, and limited resources.

Pay:
The Base Salary range for this role is $130,000 to $150,000 per year, plus a 8.75% Annual Bonus


The disclosed pay range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. The compensation decisions are dependent on the facts and circumstances of each case, such as skills and experience levels.
